TERMS OF REFERENCE FOR THE TASK FORCE MEMBERS TO ESTABLISH MOUNTAINS OF THE MOON UNIVERSITY AS A PUBLIC UNIVERSITY

Introduction:

The Government of Uganda decided to set up a Public University in Rwenzori Region. The decision was made in March 2018 when H.E the President of the Republic of Uganda directed Government through the Ministry of Education and Sport to work out modalities for the takeover of Mountains of the Moon University.
Mountains of the Moon University (MMU) was founded as a not-for-profit community university in order to meet the needs of the people living in the districts of western Uganda and beyond. It was established as a private university under the Universities and Other Tertiary Institutions Act of 2001, and was registered and incorporated as a Company Limited by Guarantee on 28th June 2002. A provisional license was awarded by the National Council for Higher Education (NCHE) in March 2005 and the first students were enrolled in August 2005. In March 2018 it was Chartered.

Currently it runs academic programmes in Education, Agriculture, Health Sciences, ICT, Business and Public Administration with an enrolment of 2027 students and 213 staff [both academic, administrative and support staff]

Subsequently four persons Task Force Committee was appointed by the Minister of Education and Sports on 25th January 2019.

The Membership of the Task Force is as follows:
1. Dr. Pius Coxwell Achanga – Chairperson
2. Prof. John M. Kasenene – Member (Vice Chairperson)
3. Dr. Edmond Kagambe – Member (Secretary)
4. Ms. Grace Kazooba Nyakahuma. – Member

Terms of Reference (ToR)

i. To coordinate the development of the Master Plan and Strategic Plan for the transformed Public University.
ii. To coordinate consultations with various stakeholders, to come up with a suitable name for the new Public University.
iii. To coordinate and implement the Institutional restructuring of the current Private University into a Public University, including the restructuring of the administrative and academic units.
iv. To coordinate the development of key Policies, Manuals, Charters and Statutes for the University.
v. To coordinate the review and restructuring of current academic programmes and development of new programmes identified as critical, through stakeholder consultations for the Public University. The academic programmes shall be relevant to the development needs of the region and the country at large and will be aligned to the National Development Plan.
vi. To coordinate the physical infrastructural development of the proposed University.
vii. To coordinate the evaluation of current human resources in the Private University, for possible appointment as staff of the Public University, in keeping with the provisions of the Universities and Other Tertiary Institutions Act 2001, as amended.
viii. To plan for and coordinate the recruitment and development of the human resources for the Public University.
ix. The Taskforce will plan for the equipment and material requirements, necessary for the established and proposed academic programmes.
x. To do anything deemed necessary to ensure that adequate arrangements are made for the smooth transition of Mountains of the Moon University to a Public University, in keeping with the provision of the Universities and Other Tertiary Institutions Act 2001, as amended.
xi. The term of office of the Taskforce will be two (2) years, effective from the date of issuance of the Instruments of appointment.
