The Department of Health Policy Planning and Management

Welcome to the Department of Health Policy, Planning and Management (HPPM). HPPM is one of the four departments that constitute the Makerere University School of Public Health (MakSPH).

Teaching

The department of HPPM hosts a full-time Master of Public Health (MPH) program and the Public Health Monitoring and Evaluation Program.  In addition to these two programs, the department services other departments and programs by facilitating courses in Health Economics and Finance, Primary Health Care, Health Systems Management, Monitoring and Evaluation, Economic Evaluation and Cost-effectiveness analysis, Health policy, among others. PhDs in areas of Health Systems and Health services research are research-based and only offered on demand and supervised by faculty within the department, school, and from other institutions. There are also a number of short courses offered by the department of HPPM. These are offered to district health managers, program managers, and other health agencies often offered on demand. These courses include Planning and budgeting, monitoring and evaluation, personnel management, hospital management, health systems management, public health leadership, Health Policy Analysis, and Health Systems Research.

Research

Research is a key component of HPPM activities and includes projects done by individual faculty members as well as broader institutional projects. A number of research programs are conducted in the department and this often is done either as collaborative projects or standalone awards to the department and the School. The department collaborates with various institutions and Universities across the world, including Johns Hopkins University, WHO, UNICEF, London School of Hygiene and Tropical Medicine, Nuffield Institute (University of Leeds), University of Bologna, Institute of Tropical Medicine (Antwerp), the Alliance for Health Policy and Systems Research, University of Liverpool, and Karolinska Institute. Research projects that have been undertaken cover areas of Health policy evaluation, Health sector reforms, Performance-based contracting, hospital autonomy, human resources for health, NGOs and health, evaluation of integrated management of childhood illness (IMCI), impact of health reforms on equity, Knowledge Translation, Research Uptake, Maternal and Newborn Health, etc. Funding for these projects has been provided by the World Bank, DfID, WHO, UNICEF, European Union, USAID, the Bill and Melinda Gates Foundation, the Rockefeller Foundation, Comic Relief, Sida/SAREC among others. In addition, the department also hosts the Center for Maternal and New-born and Child Health (CMNCH), and the Center for Health Systems and Policy Development (CHSPD).

Other Services

The HPPM departmental staff also offer services of consultancy nature, in addition to getting involved in other community service activities. The department has worked with other partners like the Ministry of Health, Health Communication Partnership of the Johns Hopkins University of USA and Family Health International to disseminate facts about Medical Male Circumcision (MMC) for HIV Prevention, among others
